Well, if you define "breeder" as any quadratic-growth pattern, sure.
The definition I was taught (which might be outdated, I don't know) is that a breeder is a "producer producer".
In this pattern, the photon emitters are one discrete unit, so I personally would be hesitant to label this a breeder.
It's one of those arbitrary definitions that people have a difficult time agreeing on, so opinions may vary.
