By considering half-tiles, we can fit the negative pentominos in a box of dimensions x*y only if (x-1)(y-1) >= 143. For 17*10, we have 144 >= 143, so this argument does not immediately disprove the existence of such a packing. However, the bound is very tight, and means that you're allowed no more than one 2*2 'block' of non-polyomino-ness.

Hence, I am inclined to agree with you.
