Looks like for him scissors is dominated by paper, so he should use only rock and paper. Given that he won't use scissors her paper strictly dominates rock. So she's choosing between between scissors and paper and he's choosing between rock and paper. The Nash equilibrium is that they both choose randomly, which means that she'll win 50% of the time and it will be a draw the other 50% of the time.

What's going on is that the guy (Sora) promises to use paper, and if he doesn't, it's his loss. If his opponent (Stephanie) plays a losing move, it's her loss as well, making it a draw: If they both use rock or scissors, she wins, and if they both use paper, the result is a draw. The only way for Sora to win is for him to use paper while Stephanie uses rock.
