That's the thing we could have multiple streams, different periods, who knows maybe we might find one involving a L/M/HWSS colliding with the stream of gliders to start the reaction over again.

I guess, but the real idea is something that produces a glider to start the reaction all over again.
It helps if you actually watch a replicollison.

Location: Getting a snacker from R-Bee's

I've stumbled across five very interesting reactions involving Herschels and simple still-lifes.
The bottom reaction produces a Pi-Heptomino at Generation 26, the far left one produces a LWSS, and the other three produces gliders.
The only debris created is that caused by the decay of the Pi-Heptomino.
More updates may come in the future.

-- but obviously this new thing is more efficient (except for using up a Herschel) and is transparent in one phase. In the other phase an incoming glider from either direction is cleanly absorbed while toggling the circuit.

Wish I could think of a real use for all of this, but really you don't usually have any reason to deal with gliders going in two different directions on the exact same lane... that actually means that the gliders are different colors, strangely enough.

This whatever-it-is can certainly be used to re-time a glider loop -- drop a glider onto a lane and absorb a later glider. But we already have lots of ways to do that, and it wouldn't even use the toggle-switch part of the functionality.

When you're working on this kind of thing, it's generally a good idea to start with the output of a known Herschel conduit or Herschel-to-pi converter. Otherwise catalysts will almost always end up getting placed in locations that make it impossible for the Herschel to travel to the starting position. This is Murphy's Law as applied to conduit discovery, I suppose.

I'm fairly sure from looking at them there's no known repeatable mechanism for putting a Herschel or a pi at the input location -- or at least, no repeatable mechanism that doesn't take a huge complex circuit to accomplish the insertion.
