Would it be possible to define deficient rules such that a transition can only be used n times, rather than only once? Notation could be B/S/D1[usual deficient behaviour states]/D2[transitions that can only be used twice consecutively]/D3.../Dn.

Having it be fixed at only once seems arbitrary to me.
