Mark Niemiec's database lists P23 and P41 oscillator as discovered.

Well, maybe just "Someone discovered P23 and P41 oscillators?? (Sadly, no)".

It certainly does look like the 23 and 41 cells in the Known Oscillator Periods table are colored yellow, and shouldn't be (yet!)

I might as well take this opportunity to mention that Mark Niemiec's database is in the process of moving from its temporary location on codercontest.com to a hopefully more permanent address at conwaylife.com. So the above codercontest.com link will soon be officially deprecated (i.e., won't be updated, may eventually be removed). The replacement location is

http://conwaylife.com/ref/mniemiec/period.htm#osc-known

-- Hmm, looks like there are CSS differences, or something, affecting text size among other things. Further bulletins as events warrant...!
